Mount's papers consists primarily of his correspondence regarding the merits of the value-added tax (VAT). He corresponded with most of the presidents, congressmen, governors and business leaders of his time explaining the purpose of the VAT, as well as to economists, magazine editors and college and university presidents. Letters from these individuals are primarily acknowledgement of the receipt of his letters and pamphlets. His writings include: New taxes for old; Who pays the piper should call the tune; and A re-examiniation of taxation fundamentals. Also included is correspondence regarding equipment for use in the Vietnamese Conflict.

Mount was born in Wheaton, MN on July 22, 1907. He was an inventor, holding over 20 U.S. and foreign patents. After graduation from Amherst College (Class of 1928) he held various positions in investment banking, accounting, management (manufacturing), printing and publishing. After 1943 he was primarily self-employed in research and development of new products and related services for clients. In 1976 he formed the Mount Pipe Joint Corporation. He died on Nov. 18, 1985.
